Hazards are classified into two groups.
Category 1 hazards
Category 1 hazards have a high score on the scale (and so pose the greatest danger).
Category 2 hazards
Category 2 risks are lower on the scale and provide a reduced risk.

Do landlords need to provide a HHSRS report to the tenants?
There are no legal requirements that bind a landlord to provide a prospective tenant with an HHSRS report. But a tenant can file a complaint against the landlord if they think the rented property is hazardous for habitation.
The criminal proceedings can be carried out if the landlord is non-compliant with the HHSRS recommendations.
